Please help; rosacea? skin condition? - broken capillaries appear on chest

I had hives and eczema in the past. My skin is combination, but more on the dry side. I had acne for 4 years, but it is manageable and can be concealed with make-up. But lately I always have red pimple like bumps that are not filled with pus. They are very itchy and seems to occur in groups. I think you may have rosacea, because I noticed that my skin is sensitive, and had broken capillaries. Please help! And yes, I plan to go to a dermatologist soon, but not for a while.
